A card to avoid: the new Justin Bieber Prepaid Debit Card, which costs $3.95 a month just to use and, typical of prepaid debit cards, charges another fee to add funds to the card’s account.
Better: a basic no-fee checking account (if you can find one) tied to a minimum-balance savings account.
