    Florida is evolvng quickly: the homeless of Andrew drove a new homelessness initiative in Miami Dade as 84 acres of Homestead Air Force Base are now dedicated for homeless relief. Miami-Dade passed a dedicated sales tax for the homeless coalition in 1993 and may expand that beyond food and beverage.

    Going by the yearly just-in-time count and services rendered Miami Dade does more for their 2.5 mil citizens in the area of homelessness than CT does for its 3.7 mil population.

    If course we may need the military triage emergency to truly improve. One that forces all the little players to put down their private agendas and play nice. In the case of Miami Dade a judge who mandated relief in the form of 3 500-bed shelters in the wake of Andrew gets a good part of the credit. Miami Dade is one good size shelter away from meeting the needs of those who will enter some sort of improvement program wether rehab or medical or disability or job, education and employment
