Malloy’s $330 Million Plan Raises Hopes At Hartford Housing Complex

June Downer, president of the Bowles Park Tenants Association in Hartford , hopes Gov. Malloy's proposal will bring sorely needed repairs to her complex.
Gov. Dannel P. Malloy’s proposal to borrow more than $300 million over ten years to revitalize low- and moderate-income housing is raising hope for some of the state’s most rundown complexes.
At Bowles Park in Hartford’s North End, June Downer, president of the tenants association, has been fighting for years for repairs to apartment units, some of which are “downright falling apart.” Other buildings in the complex have been condemned and many apartments are empty.
