Penn State Transfers Have To Contact Schools First, Not The Other Way Around
“Obviously this all just happened this morning,” UConn Coach Paul Pasqualoni said in a phone interview with The Courant. “But we can’t do anything with a current player on their roster unless that current player notifies, contacts us first.”
What’s goin on?
Just wanted to pass this along too from the coach as well with regard to transfers out of Penn State. As part of the NCAA sanctions current players can jet to another program without having to sit out provided their academics and all necessary paperwork is in order.
“My understanding is,” Pasqualoni said. “Once they contact us, you would go through our compliance office to make sure the necessary documents have been sent and we would have the opportunity to explore that interest – and that’s exactly what we do.”

I don’t see much chance of Penn State players transferring. They’d be giving up more exposure, playing for 100k fans each week, their friends, their school, and their team for what- a chance to play at some middling Big East bowl? As much as I’d like to see it happen, it’s probably not the right move for those players. They don’t need to switch schools for +1 game a year that isn’t as exciting as playing on a weekly basis for Penn State. If anything, they’ll switch to a team with a legit chance at a major bowl, probably at the national championship. (Sorry to rain on everybody’s parade.)
I’m sorry, but I’m not sure that every player on their roster is good enough to get the attention of the top schools right away. This is the time for teams like UCONN to get the mid-grade guys to transfer. I think that attendance and TV viewers will be down at least this year for Penn St, and adding an extra game to the schedule a month later than the regular season might help these tranfers be seen by NFL scouts, even at some “middling Big East bowl”.
Again, I just don’t see any reason to transfer. I think they should have received the “death penalty” if they really wanted to levy a penalty. It’s not like basketball where noone cares about the regular season games. Everygame for these teams is huge, look at their competition (Ohio State, Wisconsin, Nebraska).
All of Penn State’s games will be televised. Most of them will be televised on major networks as well(my guess). Anyways, I do think there will be some limited chance to pick up a recruit or two, but they’ll most likely be a mid-level who isn’t getting PT and finally has an out. Unfortunately, Coach PP doesn’t seem to understand the transfer rules. Everything I’ve read states that Uconn would only have to notify PS of the recruits they want to talk to…
Hey DC, I was reading an article on ESPN about USC contacting Silas Redd about a transfer. According to that article, the school must contact Penn St and then can contact the player. Can you look into that for us? Also it would be nice if Redd could come back to his home state… Wishful thinking I guess.

The link you posted states the following.
“•Permission-to-contact rules will be suspended. Penn State cannot restrict in any way a student-athlete from pursuing a possible transfer. Student-athletes must simply inform Penn State of their interest in discussing transfer options with other schools. Interested schools also must inform Penn State of their intention to open discussions with the student-athlete”
Nowhere does it say UConn has to wait to hear from a player. Hopefully they figure this out instead of waiting around for Penn States players to randomly pick up the phone and call UConn.
Rudy when I talked to coach yesterday it was early and the situation was clearly fluid. I’m not sure who understood it all at first – but I can say, for certain, the UConn coaching staff has been quite busy regarding this issue – thanks
